What is a local plan?

A Local Plan is a document created by every local planning authority (Winchester City Council) that outlines how an area will be developed in the future. It’s a strategic document that sets out policies and proposals for development (including house building targets) guiding decisions on planning applications. It is a plan for the area’s future, considering social, economic, and environmental needs. The production of a local plan is the crucial to development control.

A new Local Plan is being developed. The consultation on Regulation 19 of the emerging Local Plan 2020-2040 has finished and the council’s views were informed by our planning consultant. The proposed submission by Winchester City Council was heard by full council on 28 August 2024.
